I believe that if the need for quality infrastructure and safety is constantly in the media (as happens in England, and is also starting to be the case here in Portugal), you end up scaring people off, because cycling is perceived as more dangerous than it actaully is.Of course propper infrastruture and safety are very important, but if  they dominate the cycling agenda, the common citizen will simply stay away from the "dangers of cycling".
