A report produced by DHV for the Bicycle Consultancy about the use of models and network planning in practice. On behalf of the new Design Indicator.


  • In June 2004, at the initiative of Fietsberaad, CROW started with the review of the CROW Bicycle Traffic Design Indicator. Fietsberaad was instructed to supply ‘new knowledge’ for this review. A market survey established which subjects should be modified. Of the seven subjects which emerged, two were studied:
    – use of traffic models for network planning;
    – state-of-the-art study into bicycle networks.
    Fietsberaad asked DHV to conduct these two studies.

    Use of traffic models for network planning:
    With regard to traffic models, the question was asked to what extent staff of the various local authorities and engineering consultants actually apply bicycle (traffic) models in practice. The answer to the question should provide insight into the use and scope of these models. Research into available or possible alternatives is also desirable.

    State-of-the-art study into bicycle networks:
    The bicycle traffic design indicator describes how a bicycle network is planned. Three levels are hereby involved: connection, distribution and access. The following questions were asked: how satisfactory is the text of Chapter 3 in the present design indicator? How is the theory about building (particularly utility and to a lesser extent recreational) bicycle networks used in practice?
    This report presents both studies.
