In debates about local traffic policy in the face of burgeoning congestion, retailers can be fearsome opponents for local authorities. This is particularly the case when pricy parking restrictions are involved to reduce the ever increasing numbers of motorists. Yet opinions seem to be changing here too. More and more people are realising the consequences of allowing unrestricted access to all these cars, let alone providing unlimited space for parking, preferably free. Paid parking is becoming increasingly accepted both by the consumer and by those whose revenue depends on them. The Hoofdbedrijfschap Detailhandel (HBD) is now embarking on the next step, by reviewing the alternatives. This is where most towns – and villages! – find the bicycle coming into its own. Many people regularly use them to cycle to the shops, according to the HBD in the July/August 2003 edition of its magazine.
