From a safety point of view the use of ‘soft’ instruments (information, influencing behaviour, education) in promoting bicycle use is a classic: education in addition to engineering and enforcement (Striving for better traffic behaviour (Streven naar veiliger verkeersgedrag)). Road safety education is mainly of preconditional value: instilling basic knowledge, skills and attitudes, plus the ‘permanent’ maintenance of these. In the Dutch situation road safety education in primary and secondary schools, linked to traffic behaviour, is mainly aimed at bicycle use. A vast range of educational material has evolved over time for use in schools - see Toolkit permanent road safety education (Toolkit permanente verkeerseducatie). There are also a large number of methods for primary schools partly aimed at actual hands-on experience (‘practical cycling exam’) - Auxiliaries for traffic working groups (Hulptroepen voor verkeerswerkgroepen). However, at the same time it is common for road safety education to be short-changed in schools, particularly the practical lessons: Education difficult terrain for traffic specialists.
