As regards to content local officials often do know what their bicycle policies should be like, what people want. But: there is more to it than that alone. Four local officials reflecting on their work together (Need for toolkit bicycle policies (Behoefte aan gereedschapskist voor fietsbeleid)) have drawn the conclusion that they mainly need political support (see Political choices), sufficient funds (see Funding) and a good organisational framework.
As bicycle policies thrive in an integrated approach, it should be incorporated into other traffic policies, particularly urban planning. Many initiatives have occurred for early harmonisation between mobility and space, particularly in designing new housing developments strongly focussed on bicycle infrastructure (Transportation performance on location (Vervoersprestatie op locatie)). But more concrete issues like room for bicycles in sheds of new homes (Quick scan parking facilities at home) require attention as well. Chances for efficient bicycle policies through good organisation and co-ordination are high; dangers are high as well. Bicycle officials therefore spend large amounts of time on co-ordination, as demonstrated by the Amsterdam experience (Cycling co-ordinator Amsterdam takes his leave), Haarlem (Cycling co-ordinator in Haarlem (Fietscoördinator in Haarlem)) and Nijmegen (Three years of a new bicycle policy in Nijmegen).
