Cyclists are vulnerable in traffic. There are quite a lot of casualties, particularly among 12-17 year olds and among the 50+ group. Most accidents involving cyclists take place in the urban area. Often these are accidents whereby cyclists and cars cross each other. Infrastructural measures aimed at separating bicycle traffic as far as possible from motor traffic, improvements to the vehicle (for example, the use of reflectors on bicycles and field of vision improving systems on lorries) and educational measures are aimed at reducing the risk of accidents for cyclists. Measures like wearing a cycle helmet, closed side protection on lorries and Intelligent Transport Systems (ITS) can also improve the traffic safety of the cyclist according to SWOV.

The conclusion that all should be able to agree on is that the efficiency of bicycle helmets has been a subject of decade-long science-based debate in injury prevention-, medical- and public health per-reviewed journals.

Very many bicycle advocate groups, as well as entities as DG Environment of the EU, the European Cyclists' Federation, and the National Children's Bureau (UK), have pointed out that the efficiency of bicycle helmets appear nowhere close to deserving the promotional emphasis they receive in various quarters.

Other measures, such as lowering speeds of cars, offering training for cyclists, and increasing the number of cyclists are much more likely to bring positive results. Even more so if the broader perspective of public health is taken into account.
